The air con gas in the car is slowly lost over time and will eventually require a refill.
It's not always low gas that prevents the aircon from working. There may be failure of pipes or components, like the compressor that can be the reason.
The system is vacuumed, removing all the gas and providing their are no obvious leaks (the system needs to hold a vacuum for a set time) it is refilled to correct amount.
Plugging into the cars diagnostics system may indicate the fault. Many sensors and electronic devices can monitor themselves for problems.
